EOTAS CASE LEAD SUPPORT FOR LOCAL AUTHORITIES

EOTAS Case Lead & Package Coordination for Local Authorities

Where EOTAS is arranged for a child or young person with an EHC plan, the Local Authority retains responsibility for securing the special educational provision specified within that plan.

Our EOTAS Case Lead & Coordination Service gives commissioners one named qualified teacher and experienced SENDCO to oversee complex, multi-provider packages — from mobilisation and delivery through to progress, risk, outcomes and Annual Review.

What is an EOTAS Case Lead?

Bespoke EOTAS packages can involve multiple education, therapy, mentoring and specialist providers. Our EOTAS Case Lead is a qualified teacher and experienced SENDCO who provides one point of independent professional oversight across the package as a whole.

We coordinate providers, monitor delivery and progress towards EHCP outcomes, identify gaps or emerging risks and provide clear reporting to the Local Authority.

The Local Authority retains its statutory responsibilities and decision-making functions, while individual providers remain responsible for the quality, safety and professional delivery of their own provision. Our role is to provide the specialist coordination, monitoring, quality assurance and escalation framework that enables the package to operate as one coherent programme.

This type of provision may also be referred to as EOTIS, EOTISC, bespoke education provision, individualised provision or a high-needs package.

Statutory context

Section 61 of the Children and Families Act 2014 provides the statutory basis for Local Authorities to arrange special educational provision otherwise than in a school or post-16 institution where it would be inappropriate for that provision to be made within such a setting.

Where an EHC plan is maintained, the Local Authority retains its duty under section 42 to secure the special educational provision specified within the plan.

Legislation: Children and Families Act 2014, sections 42 and 61.

Professional expertise

Specialist SEND experience behind every EOTAS package

Each EOTAS Case Lead is a qualified teacher and experienced SENDCO, Each EOTAS Case Lead is a qualified teacher and experienced SENDCO, with extensive experience of SEND, complex SEND casework, EHCP provision and multidisciplinary working.

The Case Lead is independent of the individual providers delivering the package, enabling objective oversight of the provision as a whole rather than representing any individual tuition, therapy or specialist service.

Key benefits

When Local Authorities use this service

When an EOTAS package needs stronger coordination and oversight

The service is particularly suited to complex or high-needs EOTAS packages where the level of professional involvement, number of providers, value of the package or level of risk requires dedicated professional oversight.

Local Authorities may commission an EOTAS Case Lead where:

Commissioners need assurance that the package remains appropriate, effective, proportionate and aligned to the child or young person’s identified needs

The service can be commissioned proactively when a new package is being established or introduced where an existing EOTAS arrangement requires stronger professional oversight.

Why professional oversight matters

One coordinated programme, rather than a collection of separate services

A bespoke EOTAS package may involve significant education, therapy, mentoring and specialist support delivered by different providers.

Without one professional holding the complete picture, information can become fragmented across providers, families and Local Authority teams.

It can become harder to establish:

Whether all agreed provision has actually started

Whether provision is being delivered consistently

Whether providers are working towards shared EHCP outcomes

Whether the child or young person is engaging and progressing

Whether there are gaps or duplication

Whether the package remains appropriate

Whether risks are emerging

Whether high-needs expenditure is translating into effective provision and measurable outcomes

The EOTAS Case Lead creates a clearer line of sight between identified need, commissioned provision, actual delivery, engagement, progress, outcomes, expenditure and future commissioning decisions.

Ofsted has identified wide variation nationally in both the quality of EOTAS packages and the quality of oversight applied to them. Source

EOTAS Case Lead & Coordination Service

What the service includes

The Case Lead is independent of the individual providers delivering the package, enabling objective oversight of the provision as a whole rather than representing any individual tuition, therapy or specialist service.
